This proposal is meant to: 

1. Ensure that non-annualized faculty are not penalized for declining to teach for a semester or two.

2. Allow part-time faculty to take a temporary, full-time position at the university for up to three years without losing the seniority and benefits they accrued as part-time faculty if they return to teaching part-time.
